Supplies of the 1866 1pi became critically low in July 1867 which triggered the Director General, Muzzi Bey, to issue a Postal Administration circular to Alexandria, and quickly thereafter, to Cairo allowing the bisection of the 2pi diagonally for use as 1pi until the 2nd Issue came into effect. This means Alexandria has dates between July 16-31 and Cairo July 20-31. The Alexandria bisect on cover is far more scarce than the Cairo bisect. (Image)
While not the most attractive cover, red Smith Type I datestamps are the most difficult to find, especially a strike this full, legible and complete. According to his book, Smith has only seen one legible red cancel dating eight days after this strike. It is not believed there was a special significance attached to red but evidently the strike was in place for only a very short period of time. (Image)
Towards the end of the Second Issue, Egypt was facing a severe shortage of the 5pa stamp and therefore it was officially authorized on November 17, 1871 to allow the diagonal bisection of the 10pa to help quell the shortage. The Third Issue was placed on sale January 1st, 1872 and the latest known usage of the bisect is January 20 making the time frame of use a mere two months. The 5pa paid the newspaper rate and examples are typically seen on "La Trombetta" newspaper wholes or fragments. (Image)
