2162   image"Camp Utley", Flag and "God Speed the Right", red & blue design on orange cover franked with 3¢ rose (65) lightly tied by what appears to be an Old Point Comfort grid, but without the town postmark, the stamp and cancel have been placed over part of the manuscript frank of "Jno. F. Potter, MC" and the cover is addressed to Chilton Wis., F-VF; accompanied by supporting documentation.

The reverse bears the manuscript notation "No 12th August 15th" and "1861". Both appear to be contemporaneous and in the same hand, though the year date appears slightly lighter. If the year is correct the letter would appear to have been held until the supply of 1861 3¢ stamps were available on August 17, making this a possible First Day Cover. Of course, there is no way to ever know for sure.

A VERY RARE, PERHAPS UNIQUE DESIGN, BEARING THE IMPRINT OF S.B. SPEERS, BOOKSELLER.

John Fox Potter was a Republican congressman from Wisconsin (1857-1863) and U.S. Consul General to the British Provinces in North America (1863-1866). During the war he was known to have given batches of franked envelopes to Wisconsin soldiers for their personal correspondence. Eventually that practise became known to postal authorities and his franks were ignored, the soldiers having to add postage to their letters.

Camp Utley was a training camp in Racine, Wis. named after Racine citizen and former state legislator, Adjunct General William Utley.
