Congress approved the War Revenue Law of 1898 to meet the increased demands for Federal revenue during the Spanish-American War. The law was to become effective on July 1, 1898, leaving only seventeen days before the new stamps were needed. The Bureau of Engraving and Printing had already started work on the dies, rolls and plates in anticipation of its passage, but they were still unable to issue stamps when the law went into effect. The provisional overprints were a result. (Image1)

A REMARKABLE USE OF THE CHARLESTON 5¢ PROVISIONAL STAMP DURING THE TEMPORARY REGULAR ISSUE SHORTAGE OF JUNE 1862. This late use of the Charleston postmaster provisional stamp was used just ten days prior to the general postage rate increase to a standard 10¢ regardless of distance. Apparently due to a temporary shortage of Confederate stamps in Charleston at this time, Postmaster Huger brought out supplies of the now obsolete provisionals and placed them on sale. Even though cover has a charge box notation, the ink in the provisional circular handstamp is distinctly different than the Montgomery cds, which was applied later at the time of sending. The addressee, Dr. Reuben Henry Duggar (1837-1921) of Marengo Co. Ala. served in the Alabama Hospital Service during the War. Scott No. 72X1  $35,000. THE UNIQUE EXAMPLE OF THE RUTHERFORDTON 5¢ POSTMASTER'S PROVISIONAL AND ONE OF THE GREAT TREASURES OF CONFEDERATE PHILATELY. This is a unique provisional, one of the classics of Confederate philately and was last offered 30 years ago at auction in a Richard Frajola sale where it sold for $29,700. Listed but priced with a dash in the CSA Catalog, evidence of how infrequently rarities of this magnitude change hands and how difficult they are to value. The Scott Catalog value of $35,000 is based on a thirty-year-old auction realization and the price in italics attests to similar difficulty of valuation in today's market.The addressee, George J. Sheppard, was a merchant in Liberty Hill, South Carolina, after the war. His motto was "A Quick Penny is Better than a Slow Shilling." (Edgefield Advertiser, Edgefield, S.C., September 18, 1867).
