Four from 1897 pay the 8c rate (one to San Francisco, one from 1897 has a 1c, 3c and 20c, one from 1900 pays 7c to New York City). These two covers were franked contrary to regulations, as the 5c stamp was used to pay both the 3c letter rate plus the 2c registration fee (a 2c registration stamp should have been used in both cases).
