The 37c rate to Russia via Prussian Closed Mail is rare, with most examples coming from the Pierce correspondence to St. Petersburg. This usage to what is now Latvia is extremely unusual.

EXTREMELY FINE. A SPECTACULAR FOUR-COLOR 1861 ISSUE FRANKING TO ST. PETERSBURG, RUSSIA, FROM THE PIERCE CORRESPONDENCE.
This is regarded by many to be the finest cover from the famous Pierce correspondence. It was sent at double the 37c rate by Prussian Closed Mail, sailing on the Inman Line's Kangaroo on June 7, 1862, from New York, arriving at Liverpool June 20.
