Freight Money Covers, Ship Letters

1145 c Image(Quebec, Canada, to New York, 1839) Freight Money Collection Proposal. Free frank "T. A. Stayner" at bottom left for Canadian postage, "U.S. Postage paid - Double" at top with "37-1/2" next to frank for double U.S. rate to New York, red "Quebec MA 30, 1839" double-circle datestamp with "Free" and "Paid" straightline handstamps, Very Fine, ex Steinhart, this letter is from Deputy Postmaster General T. A. Stayner to steamer agents Bell & Co. and relates to relieving him of the duty of collecting freight money fees from the various Canadian postmasters and remitting to New York (transcript included), from mid-1838 to December 1840 (when the Postmaster General in London ordered a cease to its collection), a "freight money" fee was charged on mail carried by U.S. ships from New York to England, the charge was 12-1/2c per single rate if carried by sailing ship, and 25c if by steamer, while fairly common used from the U.S., only about 110 freight money covers sent from Canada are reported, this letter marks the beginning of the period when the larger Canadian offices began remitting directly to the New York agent (see Winter, Freight Money Covers from Canada pp. 1-3 for a full discussion) (Image)

1146 c Image(Quebec, Canada, to New York, 1839) Freight Money Collection Complaint. Free frank "T. A. Stayner DPMG" at bottom left, red "Quebec JA 28, 1840" double-circle datestamp with "Free" on folded letter to New York, carried free both in Canada and the U.S., mounting adhesive on back and wax seal cut out, still Very Fine, this letter is from Deputy Postmaster General T. A. Stayner to steamer agents Bell & Co. and continues the discussion from earlier correspondence, remits $384.72 in freight money fees collected and complains about the 10% commission (7-1/2% for postmasters and only 2-1/2% for him), the fee is "hardly worth the trouble" and he asks that the commission be increased to 20% (it was subsequently increased to 12-1/2%, see Winter, Freight Money Covers from Canada pp. 1-3 for a full discussion) (Image)

Red "Niagara U.C. 27th Apl., 1839" double-circle datestamp on folded letter to New York, letter is from Alexander Davidson, Postmaster at Niagara to Bell & Co., stating "I have been in the habit of enclosing 25cts specie with every single letter for Europe by the steamships to the Postmaster at New York... it occurs to me that some satisfactory arrangement might be made with yourselves. Will you allow any percentage for collecting letters to go by the steamships and packets and will you allow the amount of steamship and packet charges to be remitted in current bills at the end of the year?", Very Fine, Canadian postmasters were in fact given a cut of the fee (see previous lot and Winter Freight Money Covers from Canada, pp. 1-3 for a full discussion) (Image)
