A FINE COVER AND DESIRABLE "PUBLIC SERVICE" FRANK BY GENERAL GEORGE WASHINGTON AS COMMANDER OF THE CONTINENTAL ARMY.

The image of George Washington has appeared more frequently on United States stamps than anyone else's. It was used for the first stamp issued in the Western Hemisphere (Greig's City Despatch Post 3c), the first Postmaster's Provisional (New York City 5c) and, of course, the 10c first U.S. General Issue.

The addressee, Oliver Phelps, was a tavern keeper in Granville, Massachusetts, and during the Revolutionary War he served as Deputy Commissary of the Continental Army. Phelps supplied troops and was commanded by General Washington. After the war he served in the U.S. House of Representatives as a Jeffersonian Democratic-Republican and ran unsuccessfully for lieutenant governor of New York in 1804 with Jefferson's infamous Vice President Aaron Burr.
