endorsed "Per Mataura Via Panama", tied by "Sydney / NSW" duplex (May 1). Found to be double weight and underpaid; struck on arrival (June 27) in London with circular "MORE TO PAY" and two line manuscript filled "DEFICIENT POSTAGE '6d.' / ½ FINE
