356 c 39 image39: 6¢ yellow brown single franking tied by target to cross-border cover from St Catharines 18 NO '73 to Camillus, NY, the proper single rate was paid but the cover was found to be overweight and since the proper 12¢ postage was not fully pre-paid, according to regulations the 6¢ stamp was to be ignored and the letter was charged the full double unpaid rate of 20¢ (10¢ x 2) with manuscript rating at top, some cover edge faults but a most attractive and very rare rate cover.
