(12.2) in blue, both the domestic and foreign postage were applied by the sender, the Dowager stamp has light peripheral ageing, Fine.

This could well be the earliest Dowager surcharge usage from Nanking.

3097 og image1897, Small Figures surcharges on Empress Dowager, 4c on 4ca rose pink, surcharge double (Chan 40f. Scott 31a), Setting B, left Pane, vertical pair [5/9] with interpane margin at left and adjoining single [10], characteristic offset of surcharge on reverse, the pair is of lovely pastel-like color, unused with large part original gum, the pair has light vertical crease and the single with oxidized corner tablets, Fine to Very Fine and rare, especially so in a multiple.

Of the one sheet of forty stamps (double pane) produced with this error, the Agnew collection had a nearly complete pane of nineteen which has been split up, so that today only a block of four remains as the largest multiple (ex Beckeman, Lam Man Yin collections). Less than 35 examples of this variety have been recorded to date.

Scott 31), incoming usage prior to the 2 February 1897 inauguration of the Imperial Post Office (Chan 40. Scott 31), 1896 (11 Dec.) envelope from Fourmies, France to Peking (7.2.97) via the French Post Office in Shanghai (16.1.97) bearing France Peace and Commerce 25c., cancelled by "Fourmies/Nord" c.d.s., and New Currency small figures surcharge 4c on 4ca applied on arrival in China and canceled by "Customs/Shanghai" double-ring datestamp (18.1.97), Extremely Fine. An exceptionally rare and alluring pre-issue usage of the New Currency surcharged stamps.

Among the rarest and most important of the 1897 surcharge issue covers, representing one of the earliest usages of the surcharged issue by the Customs Post during the January 1897 transitional period before their official issue by the Imperial Post on 2 February 1897, when the silver currency formally came into use.

The surcharged stamps were not officially on sale to the public until 2 February 1897. There are, however, a few instances when these stamps were used in January, 1897, on either domestic or incoming foreign mail, all from the Customs Post Office in Shanghai. There are less than fifteen such covers known in total, most of which are from the Berteaux correspondence. All of these covers originating from overseas to the northern Chinese ports were subject to a 4 cents per ¼ ounce inland postage charge to pay the domestic rate when utilizing the winter route. This charge was not abolished until 17 February 1897.
