2299 S 294S var-299S var. image1901, 1¢, 4¢-10¢ Pan-American, Portugal Postal Authorities blue "ULTRAMAR" specimen overprints (Scott 294S var-299S var.), 1¢ traces of gum, 4¢-10¢ without gum, bright colors and sharp impressions; 1¢ corner crease & 10¢ faint tiny stain in margin at top right, Very Fine, only 35 sets were received by Portugal and very few have survived today, 1c, 5c & 10c with sequential 1997 A.P.S. certificates and 4c & 8c with 1981 P.F. certificates.


The Portuguese Postal Authorities applied the blue "ULTRAMAR" (ultramar means overseas) overprint and distributed the stamps to their overseas colonies, but there is no way to know which colony. Given the certificates, we believe this is a blend of stamps sent to 2 different colonies.

2300 S 294S var-299S var. image1901, Pan-Americans complete, the unique set of Natal Post Office purple "SPECIMEN" overprints (Scott 294S var-299S var.), neatly arranged in order and affixed to a small piece of a Schaubek album; the piece was scissors cut in half between the 4¢ & 5¢ stamps, bright and fresh colors, Choice Very Fine, accompanied by copies of informative album page and pages from Samuel's book "Specimen Stamps of the Crown Colonies, 1857-1948" pub RPSL 1976, with 1981 B.P.A. certificate.


These stamps were received without Specimen overprints by the U.P.U. offices in Bern, Switzerland and were sent to Natal, where the local post office applied the overprint (Marcus Samuel type NA2 as found on the Natal KEVII £20) circa 1904.

2311 E 747-E var image1934, 8¢ Zion National Park, perforated, the 2 unique stamp size photo essays from B.E.P. director Alvin Hall (Scott 747-E var), 28 x 44mm in black on thin gleaming white cards, with differences in the font of the denomination, hinged along with a normal stamp on a page from Hall's collection, Extremely Fine, also includes a second page from Hall's album with all of the facts regarding the stamp (see it and the full album page online).


In 1924, President Calvin Coolidge appointed 36 year old Alvin Hall director of the Bureau of Engraving and Printing. He retired after 30 years as director, making him the youngest and the longest-serving director. Hall died in 1969 at age 80, and his 3-volume collection of photo essays and small die proofs passed to his son, Alvin Jr., who, nearly 40 years later, consigned his father's collection to a May 2017 public auction. According to James E. Lee, this sale was a unique piece of philatelic history and brought prices that were unheard of for photo essays. A photo essay is a photographic reduction of a model, rejected design, incomplete design, or finished engraved proof printed on glossy photographic paper. The Bureau of Engraving and Printing produced them for over a half century, beginning with the 1901 Pan-American issue. Photo essays should not be confused with the publicity photos of actual postage stamps that were released by the U.S. Post Office Department to publicize forthcoming new stamp issues.
Jim Lee opined " It is doubtful that photo essays from this period will ever make it into the Scott U.S. Specialized catalog. However, this does not diminish their importance to collectors and their collections and exhibits. The results of the sale of the Hall collection reinforce the validity of this type of material and the growth of its value."

2320 E Q12a-E1 var to Q12g-E1 var imageParcel Post, 1913, 1¢-15¢ unadopted Numeral essay models in black on thick gray cardboard, for unissued second set of Parcel Post stamps (Scott Q12a-E1 var to Q12g-E1 var), engraving of entire design as adopted for 1917 offset Documentaries, models on thick gray cardboard, stamp size designs consisting of a photo of a wash drawing with a numeral denomination added to the center, then pen and wash details and touch-ups added to the design as needed -- some with very little added and others with much more -- such as the 1c value with "Cent" completely drawn in black ink and white wash, on 98 x 89 mm thick gray cardboards with "Approved April 25, 1913 with manuscript "25" and signed approval signature and initials of postmaster general Albert S. Burleson at bottom, Extremely Fine, unique complete set; there are no known examples of these models for denominations higher than 15¢, ex Livingston and Curtis.


Unlisted in Scott; Scott lists 1¢-20¢ die on card or affixed to card in different colors with the same designs, and similar approval cards for 7 of the 12 issued Parcel Post stamps, which are priced between $2,250 and $8,500. These designs, while rejected for the parcel post issues, were adopted for the 1917 offset Documentaries (used to produce Scott Nos. R228-R239, R251-R256 & R260-R275).
