Scott E6, with its new "Messenger on Bicycle" design, has an earliest documented use date of Jan. 15, 1903. In December 1908 the "Merry Widow" Special Delivery stamp was issued, and the public outcry engendered the re-issue of Scott E6 in 1909 using 4 new plates #5240, 5243, 5244 & 5245. After a few months, the BEP added "-09" to these 4 plate numbers, which is the only way to identify the reprints, because they are otherwise identical to the 1903-1908 issue.
