In August 1918, the $2 Franklin was issued with an orange red frame, and in November 1920, it began appearing with a carmine frame; philatelists logically believed the carmine color to be an error, only to learn that carmine was the correct color, and Orange Red was, in fact, the wrong color. Johl Vol. 1 p. 307 lists the quantities delivered to postmasters during the fiscal years ending June 30, as reported by the Director of the B.E.P. -- 1919 - 40,561, 1920 - 28,670, 1921 - 148,367. etc. Since stamps with a carmine frame were issued Nov. 1, 1920, exactly 4 months into the fiscal year, we will assume that 1/3 of the $2 Franklins printed in 1921 were stamps with the orange red frame (approximately 49,500), which would mean that approximately 118,731 stamps were delivered with the orange red frame to postmasters. The stamps were printed in sheets of 100 meaning approximately 1,187 sheets were delivered, and with one plate block per sheet, one could assume that 1,187 plate blocks were produced, and as always, only a small percentage survived.
