(Scott 556b), o.g., lightly hinged, rich color on exceptionally fresh paper, beautifully centered and completely sound, Very Fine and one of the finest centered for this extremely challenging issue, our review of Philatelic Foundation records shows 2 never hinged (one transitional in a plate block of 6 & other PFC 333685; both sound), 2 faulty hinged, and 1 unchecked (PFC 130420), plus this sound o.g. stamp with a 2012 PSE cert and 1 no gum with a 2019 P.S.E. cert. thus we have 7 mint (2 NH, 3 o.g., 1 unchecked and 1 no gum), and these very rarely turn up at auction, the last o.g. example was offered in 2000 and the no gum example was offered in 2021, FYI we found 9 used examples consisting of 7 precanceled (San Francisco sound, Cleveland faulty, Johnstown PA sound, Jacksonville FL (sound top pair in vertical strip of 4 & 2 faulty singles) & 2 transitional (1 duplex cancel (faulty) & 1 double oval cancel (sound)), with 2012 P.S.E. certificate.

3018 og 594 image1923, 1¢ Franklin, rotary press coil waste, perf. 11 (Scott 594), disturbed part o.g., rich color, design clear of perfs on all sides; corner crease at bottom right and small thin spot, Fine. Scott Catalogue states "both unused and used are valued with perforations just touching frameline on one side". As mentioned earlier in the descriptions of the other 20th Century U.S. rarities, these issues were distributed without an announcement, and the lack of knowledge about their existence directly caused their scarcity today. 18 are known to exist, only 8 of which have full or part gum and no perforated initials. Most were removed from envelopes and postcards including ten without gum and eight with only a small part of original gum. This removal from paper often yielded a small thin, so that today, only six unused copies are sound, ex Robert Hall, with 1963 and copy of 2008 (#260518) P.F. certificates.

Scott Nos. 538-546, 578, 579, 595, 596 and 613 are made from rotary press sheet waste. Rather than just discard the perforated waste, the Bureau opted to utilize it by perforating and cutting the sheets into panes. The waste was put through the flat-plate perforator in use at the time, giving the sheets full perforations on all sides.
