Accompanied by a copy of a piece published in the Dec. 1979 US Specialist (pp. 672 & 675) noting that the USPS stated that 30% of the stamps were perforated 12 both vertically and horizontally, 40% were perforated 11 x 12 (the horizontal perf 12 wheel replaced with a perf 11 wheel in error), the remaining 30% perforated 11 both vertically and horizontally. USPS was completely unaware of this until after the stamp was issued. Despite the similar printing quantities—and USPS's offer to fill orders for particular perforation varieties only if full panes were ordered (while supplies lasted; orders for smaller units would also be filled but without regard to perforation requests)—very few of the perf 12 version have survived.
