The U.S. Congress passed a law calling for the increase of some postal rates in order to help with the war effort. Accordingly, a few trial surcharges were produced at Mt. Hope. However, it was eventually determined that, since the Canal Zone postal system was not under the jurisdiction of the U.S. Postmaster General, the tax was not required and the stamps were never issued.

Included is a photocopy of a letter, dated September 25, 1915, from Washington D.C. stamp dealer, H.F. Colman, to Philadelphia collector, H.M. Justi, offering him the part-sheet of 80 from the original pane of 100, which had been sold to Colman that same day by a Mr. Clapp after he (Clapp) removed the top two rows (Clapp only collected blocks of 4). Colman is offering the entire block of 80 for $600, or $150 for either the top or bottom block of 20.
