1297 BKSnh 69 var. image1924, 2c Arms of Panama, carmine, Unissued booklet pane of 6, overprinted "Specimen" (Scott 69 var.), uncut sheet of 10 panes in two rows of five with a horizontal gutter between, each stamp with small type D overprint in red and a small control punch; red print order no. "F7428" is printed once in the top sheet margin and once in the gutter, and there are penciled position numbers on the back of each pane, o.g., never hinged, Very Fine and very rare.


A total of 40,000 1¢ & 2¢ booklets were shipped to the Canal Zone in February 1924, but before they were put on sale, the Taft Agreement, that required the Canal Zone to use only overprinted stamps of Panama, was deemed invalid and the booklets were never issued. All of them were destroyed in 1937 along with all the remainders of overprinted Panama stamps.

In late 1923, Panama advised the Canal Zone authorities of its intent to issue a new set of stamps featuring the Coat of Arms of the Republic. The Canal Zone placed an order for nine of these values (1 cent through 1 Balboa), overprinted "CANAL ZONE". However, only the 1c and 2c values were issued by the Canal Zone. The remaining denominations were deemed unnecessary after the termination of the Taft Agreement that required the Canal Zone to use only overprinted stamps of Panama. All of the unissued stamps were subsequently destroyed with the exception of 600 copies of each that were requested by Panama for transmittal to the U.P.U. A small number of these reached the public, although not through "normal" channels. They remain quite scarce and sought after.

These varieties were produced when one full sheet of four panes had the overprint shifted downward by half a row; the top 10 stamps in each of the four panes—40 in all—would have had the "CANAL" only error, while the remaining 360 would have had "ZONE CANAL". However, the bottom two panes of 50 were never found and were presumably destroyed, leaving just 20 "CANAL" only and 180 "ZONE CANAL" in existence.
