display) for the 'Education Department, Melbourne' with imprint at lower-left, OHMS heading, 'Director' return address and 'Commercial/Papers' endorsement at left, extraordinary production glitch - apparently as the die was being impressed -
resulting in a 'jumbo' indicium with the upper and lower halves of the stamp impression being separated by an almost-horizontal 3mm-wide void, additionally with a thick 2mm-wide band of colour at the base of the upper portion, datestamped within 'MAY
16 1920' & 'MAY 19 1920' which may be related to an inquiry into the cause of the problem, heavy vertical fold with a couple of small splits well-clear of the value indicium & a bit aged, Cat $750+ for normal. Spectacular. Unrecorded in the ACSC. (Image1) (Image2)

faults at right, unrecorded used, Cat $750 unused. The ACSC states that "[no unused and only one used example ... has been recorded", and illustrates this item. The introduction of the ½d War Tax on 28.10.1918 effectively increased the commercial
papers rate to 1½d for the first 2ozs. When the War Tax was abolished on 30.9.1920, it was 'absorbed' into the new commercial papers rate of 1½d per 2ozs, which was current until the rate was reduced to 1d per 2ozs from 1.10.1923. (Image1) (Image2)
