STAMP DUTY: circa 1905 KEVII original art for a £25 denomination in India ink with Chinese white highlights (105x63mm) with the
portrait - also original art - inserted at left, on thin card (113x82mm), small indent at upper-right from where fastened to a file. Ex JRW Purves and Rodney Perry. A magnificent essay that was almost certainly intended to replace the £25 green that
had been on issue since 1884, and which actually continued in use until decimal currency was introduced on 14.2.1966. Based on all other Victorian stamp artwork being produced at stamp-size, we expect this was also intended to be the issued size,
which would have made this and its associated £50 & £100 the largest stamps of any of the Australian Colonies/States. (Image1) (Image2)

DEPARTMENTAL FRANK STAMPS: 1864 Post Office memorandum (171x194mm) giving instructions for the preparation of a frank stamp for use
on official mail, in accordance with the hand-drawn pen & ink sketch on the reverse inscribed 'FRANKED/[crown]/POSTMASTER GENERAL' with "Victoria" added in another hand, plus an appended note of the price of £3 to procure same from de Gruchy & Co of
Melbourne, minor folds, a repaired tear well clear of the essay and a bit aged on the face. A highly important historical document. Ex Hans Karman and Max Watson: sold at our auction of 3.4.2017 for $10,980 (Sale 220 Lot 188). This and the next lot
are the most important items related to the Departmental Frank Stamps of Victoria. Such seminal documents are rarely available for any philatelic subject. Illustrated by Hans Karman in 'Frank & Free' at page VA5 and by Carl Stieg & Max Watson in

DEPARTMENTAL FRANK STAMPS: 1864 Post Office memorandum (230x185mm) dated "5.3.1864" & initalled "THF" (Postmaster-General TH
Fellows) stating "The practice of using postage stamps on letters from this office appears to me to be unnecessary and not required by the Acts in force. It may be necessary to check the unauthorized [sic] transmission of letters and that may be done
by an official stamp. For this purpose a stamp should be made which will save postage stamps and serve also as a pattern for a 'frank stamp' (if the new Bill passes) for other offices", with a light but very fine strike of the
'FRANKED/[crown]/VICTORIA/POSTMASTER GENERAL' handstamp (40x28mm) as foreshadowed in the previous lot in blue at the top of the document, horizontal folds & minor aging not affecting the handstamp. Another highly important historical document, with
the only recorded strike of the handstamp. Ex Hans Karman and Max Watson: sold at our auction of 3.4.2017 for $12,000 (Sale 220 Lot 189). Illustrated by Hans Karman in 'Frank & Free' at page VA5 and by Carl Stieg & Max Watson in 'Franked!: the
Official Mail of Victoria' at page 2. One of the innovations in the new Postal Act that came into force on 3.6.1864 was the providing of frank stamps to Ministers of the Crown and military commanders in the Colony. These were to have effect from

Engineer at Melbourne & 'This card may pass through the post from any place within Victoria' on the reverse, printed 'Registration of Unemployed from COUNTRY DISTRICTS' advice within, minor hinge remnants on the reverse otherwise very fine unused.

POSTAL CARDS: QV 3d red/green 'FOR THE UNITED KINGDOM/Via Italy' P12 with Green Surface Incomplete at Base (exposing the underlying
cream stock), very fine unused. Carl Stieg at page 31 states that the card "was produced by sandwiching a white [sic] card between two pieces of thin green paper". From this example, it appears that the card was cream stock, and that the green paper
roll ran-out before covering all of the face. The edge is uneven - not what would be expected if it had been obstructed by a foreign object - and the back is completely covered. With a regular card for comparison. Most unusual.
