2182 c image1882 (Sept 5) double-rate cover to England endorsed "Per John Elder" with Perkins Bacon Perf 10 6d bright blue pair tied by the unusual widely-spaced 'ROBE/S-A' squared-circle, GPO backstamp of the next day, a single central chisel-cut indicates the cover was subject to disinfection/fumigation, flap removed affecting London arrival cds of OC16/82 in red. [The fifth cholera pandemic originated in India in 1881 and swept through Asia, Africa, the Middle East and part of Europe until 1896. See also Lot 2180. This fumigation incident was not recorded in the literature. However, Martin Walker has located a relevant newspaper entry where a correspondent complained that his letter received from the same voyage had a knife-cut that went through the enclosed photograph]

Nova Scotia, even after Confederation in 1867, is a rare destination. [Coal was produced at Sydney Mines from at least the mid-1700s]

2184 long cover image1883 (May 23) unstamped Victorian OHMS lettersheet with 'MINISTER OF JUSTICE/ [arms]/FRANK STAMP' in blue & Melbourne duplex to a Victorian Justice of the Peace at Narracoorte (SA) but no postage added, 'PENOLA/MY24/85/S.A' transit & 'NARRACOORTE/ MY[2]5/83/S-A' arrival, turned and sent back to Victoria with 'SPECIAL MAGISTRATE/26MAY85/ NARRACOORTE' cachet with date error at upper-left, De La Rue 2d orange Thick 'O.S.' Overprint (rounded corner) affixed over a second light strike of the Frank Stamp tied by one of two strikes of the 'NARRACOORTE No 2/MA[2]6/83/S-A' cds, Penola transit of MY27/83 & Melbourne arrival of MY29/83, one flap with a repaired tear. Note within states "... My being appointed a Commissioner of the Supreme Court of Victoria would be advantageous to the [local] legal profession" signed "Henry J Smith". Frank stamps had no postal validity outside the home Colony. Postage should have been paid and, in its absence, the cover taxed: see Lots 2187 and 2189. [Naracoorte PO - the more usual spelling - replaced Mosquito Plains 1.10.1861. Naracoorte No 2 PO 14.7.1880; closed 18.2.1885. The situation was complex: see Martin Walker at page 222]

2185 c image1883 (May 29) cover to New York endorsed "Via San Francisco" with Perkins Bacon Perf 10x11½-12½ 6d Prussian blue SG 105 tied by light 'PARKSIDE/S.A' 21mm unframed cds (rated R; but the only recorded example on cover) with another very fine strike alongside and overstruck with very fine Diamond Numeral '135' cancel, most irregularly without any transits of the GPO, San Francisco or London, 'NEW YORK/JUL/16/83 - DUE/ 5 / CENTS' handstamp and US Postage Due 5c brown pre-cancelled with 'N/Y' (?) rubber geometric device in blue affixed, minor blemishes. A very peculiar cover. The absence of a San Francisco marking means it was almost certainly carried via London, then by trans-Atlantic service. The rate was 6d per ½oz to the point of entry, plus US incoming steamship 5c charge. See also Lot 2200. The '135' canceller was a bit of a nomad, used first at Gilberton 1860-67, then at Arkaba 1870-83, and then as a killer at the GPO. There is no record of it being used at Parkside. The Handbook records usage at the GPO in the 1890s only. This cover is strong evidence that it was available at the GPO soon after Arkaba closed, on 1.2.1883, which would make this the ERD at the GPO.

[During 1883, there was a major cholera outbreak in Egypt that resulted in much of the mail into Europe being fumigated or disinfected. See also Lot  2182]

2187 c image1884 (April 8) mourning cover with embossed coat-of-arms in black on the flap and signed "Normanby" at lower-left, to "Sir William Robinson/Government House/Adelaide" with Melbourne duplex across a superb strike of the new rubber 'GOVERNOR OF VICTORIA/[arms]FRANK STAMP' in violet, GPO Adelaide arrival of AP10/84 across the signature. Frank stamps had no postal validity outside the home Colony. Postage should have been paid and, in its absence, the cover taxed: see Lots 2184 and 2189. [George Augustus Constantine Phipps, 2nd Marquess of Normanby was Governor of Queensland 1871-74, of New Zealand 1874-78 & of Victoria 1879-84, during which time he signed Bushranger Ned Kelly's Death Warrant. Sir William Cleaver Francis Robinson was Governor of South Australia 1883-89]

2188 c image1884 (Aug 28) cover to "28 Reichs Strasse/Dresden/Belgium" [sic] endorsed via "Brindisi" with Perkins Bacon Perf 10x11½-12½ 6d bright blue only tied by 'GLENELG/S-A' squared-circle, Adelaide transit backstamp, no evidence of having been to Belgium but with two German tax handstamps and rated "80" [Pfennig] in blue-pencil, superb 'DRESDEN-ALTST/6 10/84' backstamp from where redirected to Surrey, England with very fine 'DORKING' arrival backstamp and rated "5"[d] to pay, some staining but still quite presentable. A good example of the postal authorities preventing mail being sent to an unintended country. The via Brindisi rate to Germany was 9d per ½oz, and to England 8d per ½oz, so either way the item was underpaid.

Postage should have been paid and, in its absence, the cover taxed: see Lots 2184 & 2187. [Sir William Cleaver Francis Robinson was a much travelled governor of remote outposts including the Leewards, the Falklands & Western Australia (three times). He was Governor of South Australia 1883-89. Between 1884 & 1889, the Governor of Victoria was Sir Henry Brougham Loch]

There was a Printed Matter rate of 2d per 2oz which would equate to an unlikely 18oz weight. More likely is that the letter rate of 6d per ½oz x3 applied. [Harry Turner Thomas & Co was a trustee company]

2191 PSE image1886 (Jan 29) Postal Card 1d violet to London uprated with De La Rue Bantam ½d brown pair, 1d green & 2d orange tied by very fine 'SHIP MAIL ROOM/ S1 /ADELAIDE - S.AUSTRALIA' duplex, superb 'DEFICIENT POSTAGE ("1½")/FINE 6' & separate '7("½")' handstamps, lower rounded corners. A very scarce item. [In this period, the was no postcard rate and postal cards attracted the letter rate of 6d. The short-payment was only 1d so why was it assessed as short-paid 1½d? Possibly, the postal clerk mistook the printed 1d stamp for the ½d wrapper stamp which was also violet: see Lot 2197]

2195 c image1887 (June) entire broadsheet newspaper 'South-Eastern Star' of 21.6.1887 printed entirely in bright blue, addressed above the banner to "Post Office/Bordertown" with the unique albeit unauthorised bisect of De La Rue Perf 10 1d blue-green to pay the ½d domestic newspaper rate tied by 'MOUNT GAMBIER/JU23/87/SA' cds, the stamp is very fine but the newspaper is somewhat knocked-about still attractive. [The South-Eastern Star (1877-1930) was published in Mount Gambier first by James Fletcher Jones, then from 11.11.1878, by James Toulmin Morris, after whom Morris Street at the Mount is named.
