A CHOICE THREE-VALUE USE AT THE RARE 20½D AUSTRALIAN STATES RATE VIA SOUTHAMPTON TO CALIFORNIA.

Rate tables in NSW, Victoria and Queensland show a 20½ pence via Southampton rate to California from 1857 - necessarily overpaid since no half-penny stamps were available. This rate was evidently calculated by adding the 6d Empire Rate to England to the 1/2½d paid-to-destination rate from England to the USA west-coast.

The 1/8½d rate was miscalculated - 1½d British internal postage being included in both the 6d Empire Rate to England and the 1/2½d rate from England to the west-coast. The rate was correctly lowered to 1/7d in 1863. No examples have been seen but 1/1 credits on two following pages show England observed the correction.

Great Britain should have credited 6¢ for half the registration fee for letter to be properly handled.

THE EARLIEST RECORDED PAID-TO-DESTINATION COVER TO THE EASTERN UNITED STATES.

Published rates in Victoria and NSW show a 3/ registered rate to the United States, which consisted of 1/ Victoria registration, 6d Empire Rate to England, 6d British registration plus 1/ transatlantic (including USA and GB internal postage). Great Britain original credited "21/6" for 16¢ American packet, 5¢ inland and 6¢ registration fee, but updated to "5/6" as letter sent by British packet so only 5¢ inland and 6¢ registration fee credited. The 5¢ inland credit was in error

Note the credit of 1/1 claimed by England conforms to the 1863 rate reduction to 1/7. In July 1863, the United States transcontinental rate would be reduced from 10¢ to 3¢, lowering via England rates to west coast.

A PRETTY THREE-COLOR NEW SOUTH WALES FRANKING PREPAYING THE 1/8½D RATE TO THE WEST COAST OF THE UNITED STATES.

This cover is a good indication that the lowering of the 1 /8½d rate to 1/7, which officially took place from 30 June 1863 (John White's NSW Postal History book, p338), never went into effect in the Australian Colonies.
