1439   image[First Day of Rate] Lincoln Me. July 1 (1845), red double-circle datestamp and manuscript "5" rating on folded part-printed justice of the peace notice to the Secretary of State in August Me., Extremely Fine. Estimate  $300 - 400. The efforts of Barnabas Bates and other United States reformers first bore fruit in the Reform Act of 1845. Compared to the sweeping British reforms of 1839-40, this was a partial step in an attempt to fit the Rowland Hill proposals to vastly different circumstances in America. First the concept of setting postal rates as a function of both distance traveled and the number of sheets of paper it contained was partially abandoned. The weight of a letter in one-half ounce increments was substituted for the number of sheets of paper it contained. Distance was retained as a factor in calculating rates, but the five rate zones under the Act of 1816 were reduced to two: one up to 300 miles and the other over the that limit for a single letter. Second, rates were drastically reduced. The new rates were 5 cents for letters traveling up to 300 miles and 10 cents for those traveling over 300 miles. Rates were the same, whether the amount was prepaid or sent collect. No provision was made for the issuance of postage stamps. Finally, the franking privileges of all officers of the executive departments were abolished, except for three assistant postmaster generals. (Image1)

Scott No. 2  Estimate $2,000 - 3,000. THE ONLY RECORDED USE FROM THE CHESAPEAKE BAY ROUTE AGENT. This letter was handed to the route agent aboard a steamboat carrying mail on Postal Route #2462. This Chesapeake Bay Route provided mail service over the 200 miles between Baltimore and Norfolk. The three route agents received 1,500 5¢ and 300 10¢ 1847 issue stamps. The 20¢ postage prepaid the double-weight rate for over 300 miles to New York City. The route agent delivered the letter to the Baltimore post office where it was postmarked Feb. 24th. There it was placed in a bag for the New York City post office, where it was delivered to the British mail steamer "Hibernia" departing Feb. 26th to Halifax and Liverpool. The letter was charged two-times the 1 shilling packet fee upon arrival.The astonishing U.S. equivalent of 68¢ was charged for this letter from its origin on Chesapeake Bay to Halifax - evidence that the British postal reform of 1839-40 emphatically did not apply to ocean mails carried by British ships. Ashbrook theorized that the first New York City Ocean Mail cancel was fashioned from the older "New York/Ship" postmark with the word "Ship" removed. It is known on a handful of March 1850 covers bearing stamps of the 1847 Issue. Creighton C. Hart described the five 1847 covers that were known to him, dated March 14th to 19th, and occasionally thereafter. (Chronicle 97). Jul. 7" cds, red "Paid" and "10" rating handstamp, manuscript "5", endorsed "p 'Europa' "; 1¢ with file crease, Fine appearance, Fine appearance, a rare first week of use of both stamps. Scott No. 10A + 7  Estimate $300 - 400. THIS COVER IS A SECOND DAY USE OF THE "THROUGH" RATE TO CANADA. The U.S.-British Treaty of 1849 did not apply to the British provinces in North America. Prior to April 6, 1851, the internal rate of the U.S. or British North American province where a letter originated had to be prepaid. The internal rate of the receiving country would be collected from the addressee. On that date, a Postal Convention with Canada established a 10¢ or 6d "through" rate from point of origin to destination. The maritime provinces, including Nova Scotia, were not originally included in this convention. However, they were added to the agreement on July 6th, 1851. (Image1)
