2082 26 image#26 3c Red with Seven Bar Grid in Circle Cancel on August 1860 Cover with "DUE 1 Ct" Carrier Fee Marking
Very Rare Usage of Unpaid Drop or Carrier Cover, Possible EDU

Single with grid cancel and matching octagonal “Philadelphia, Pa. Aug. 11, 1860” postmark and “Due 1ct.” handstamp indicating a carrier fee due from the recipient (April–Oct. 1860) on cover to Rexford Flats, N.Y. The cover with a tear at bottom and stains and left sideflap missing. Steve Roth notes that in Philadelphia, Boston, and New York, from approximately August through October or November 1860, postmasters permitted the carrier collection fee (to the mails) to be passed on to the addressee in another city. Carrier service under this arrangement was indicated by the “Due 1 Ct.” handstamp. Beginning in October or November 1860, such partially unpaid, carrier-serviced letters were no longer forwarded and were instead held for payment of the carrier fee by the sender. The August 11, 1860 date of this cover is possible the earliest documented use.
