Paid All Oct. 7" (1869) foreign mail circular datestamp on blue folded cover to Rotterdam, Holland, clear strike of "SHORT PAID" handstamp, manuscript rates including blue crayon "2" indicating double weight, sender's directive "Per Union from N.Y. Oct. 7" at top and carried on that NGL line steamer, arriving Southampton Oct. 18, receiving backstamp (Oct. 20), stamp with some minor gum soaked perfs not mentioned on accompanying certificate, Very Fine, this is the only recorded Baltimore foreign mail cover with the "Paid All" circular datestamp, which proved to be incorrect as the proper payment for the double rate should have been 8c, this was marked as short paid and charged 15c Dutch for postage due, with 1997 P.S.E. certificate (Image)

Nov. 2" (1869) circular datestamp on blue folded cover to Rotterdam, Holland, clear strike of "SHORT PAID" handstamp, manuscript rates including blue crayon "2" indicating double weight, sender's directive "Per Scotia" at upper left and carried on that Cunarder, arriving Queenstown Nov. 13, receiving backstamp (Nov. 14), stamp also tied by indistinct boxed handstamp, Very Fine, the correct payment for the double rate should have been 8c, this was charged 15c Dutch for postage due, this is similar to the cover offered in lot 1339, which was sent the previous month, in this case Baltimore did not use the "Paid All" marking, ex Dr. Heimburger (Image)
