In the early part of 1917 the German Authorities requested the Polish Civil Administration in Warsaw to arrange for a submission of designs. A total of 32 artists submitted about 148 designs by the closing date of December 1, 1917. This booklet shows 148 stamp designs printed on 35 sheets in blue, plus thirteen designs chosen by the Warsaw Society of Artists, and printed in different colors, Fine to Very Fine.

Accompanied with article published in the Journal of the Rossica Society, explaining the fascinating details about this stamp: The two stamps of the 1926 welfare set (10k and 20k) were supposed to portray Soviet children. It was only after the printing was complete, that it was discovered that the representation on the 20k stamp was not a generic one, but the actual portrait of the son of an official in the Children's Commission of the Central Executive Committee. As a result the stamp was never issued and the portrait was replaced by one showing Vladimir Lenin as a four year old boy.
