This remarkable sheet is from the Second State of the First Setting, which is distinguishable by the top right corner of cliché 10 being below the top left corner of cliché 11. The First Setting is nearly always encountered with pin perforations. Arnold Waterfall originally wrote that he knew of only one imperforate sheet from the First Setting. Since then, another sheet, presumably this example, was found in Kalimpong in 2010.

image image Official, 1945, 3-1/3t (5 shokang) brown red, with sheet margin at right (8-10mm), cut along outer frameline, without gum as issued, Fine to Very Fine, ex Elling O. Eide, with 2005 Geoffrey Flack photo opinion,

A very rare stamp, of which only five or six examples have been recorded.

According to Wolfgang Hellrigl (China Clipper, Sept. 1986): "There is no shadow of a doubt in my mind that this 'stamp' actually forms part of the set of 'Officials', too great are the affinities with the basic 5 values…. I have seen three or four copies of the 3-1/3t (5 shokang)—all different shades, apparently cut from a single sheet."
