This cancel, created for the Democratic National Convention, which took place in Houston on this date, was well publicized in advance. When the Post Office Department in Washington heard about it, they directed the Houston Postmaster not to use the device. However, since more than 500 covers had already been processed due to the early publicity, Houston was allowed to use the cancel only if the stamp was also canceled with a normal postal cancel.
