image Late usages of all-different group of postcards for various departments x7 & envelopes for Ministers of Health and Lands & Survey (two, one an enormous defective front only, festooned with 1d stamps) & Solicitor-General, all with 1d punctured 'OS' affixed as required to partly obscure the franks, generally fine to very fine. The franking system was terminated on 31.10.1902. After that date, franked items could be used only if full postage was paid & the frank was defaced (usually achieved by affixing the stamps over the impression. (Qty 11) (Image1)

image PUBLIC WORKS, COMMISSIONER OF: Die 1 h/s in blue on 1865 wrapper (only one other recorded; staining) & in violet on 1901 envelope (S&W #E70; the only recorded example, used 16 years after replacement with the 'DEPARTMENT...' frank!); Die 2 very fine h/s in violet on 1880 envelope (#E60; only one other example recorded); Die 4 largely very fine h/s in purple on 1886 envelope #E40; the only recorded example); and Die 5 h/s in violet on 1889 envelope (#E30; date wrongly noted; only one other example recorded), all but the first are fine to very fine. A very rare group. Stieg & Watson at page 129 make the curious statement "it is difficult to understand the relative rarity of these covers (only ten reported)" - but only 9 listed! - and proceed to rate all these items at only RR to RRR. By reference to their own table on page 179, these strikes on cover should be rated as follows: Die 1 RRRR (4 recorded); Die 2 RRRRR (2); Die 3 "NS" (Not Seen); Die 4 RRRRR (1); and Die 5 RRRRR (2). This is an example of where the Stieg & Watson rarity ratings making no sense. They record Die 1 in blue & in red, and Die 2 in blue & in violet (none on cover), each rated RR. However, there are only 11 covers in total. The three items here should be rated RRRRR (2 recorded), RRR (7 recorded) & RRR respectively. (Qty 3)

image TREASURER, THE: c.1904 OHMS Envelope with 'COMMONWEALTH OF AUSTRALIA/AUDIT OFFICE' imprint at L/L, light Victorian 'THE TREASURER' Frank in blue at U/R with Embossed 1d pink added below, to Sydney GPO with 1d punctured 'OS' added, minor blemishes. Rare: the only example recorded by Stieg & Watson at p167, where they record one similar item with 'COMMONWEALTH TREASURY' imprint: illustrated by them on Colour Plate H. An outstanding Postal Stationery item that encapsulates the changeover from free franking to payment of postage. Sold at the Prestige auction of 26.1.2002 for $2377. Franks were withdrawn 31.10.1902. Pre-stamped items could be used after that date provided the Frank was obliterated with an adhesive stamp or, in this case, the embossing that should have obliterated the Frank h/s.
