The only recorded example. RPSofV Certificate (2008) states "cancelled in manuscript at receiving office". This was believed at the time to be the case. However, subsequent research has shown that such manuscript cancellations were applied on arrival at the GPO to uncancelled registered mail. In this instance, the registration fee was paid in cash - probably because of a shortage of stamps - & the envelope was likely forwarded under cover with a note to that effect from the PM]
