image MERCANTILE PAPERS - RARE "HENRY HOOPER" CIRCULAR SEEKING PUBLICITY "UNIFORM PENNY POSTAGE"; 21 Mar. 1839 printed circular in the handwriting of (and "signed" by Henry Cole's great friend "Henry Hooper" who printed and published most of the Mercantile Committee on Postage's 'Mercantile Papers' propaganda circulars in 1838/9. It was sent to newspaper editors around Britain exactly one week in advance of the date of the resumption of publishing of the M.C.P.'s "Post Circular" newspaper, asking editors to include full details of the recently published final report from the Select Committee on Postage, as well as asking editors to arrange their own pro-postal reform petitions; "The gratifying recommendation of An Uniform Penny Postage by the Select Committee... seems to them to demand increased energy to obtain its triumphant success... The Committee would feel particularly obliged if you would cause to be inserted in your paper these extracts [of the SCP Report] in your paper and... by the insertion of the inclosed petition [in your paper]...". Highly significant and rare Cheap Postage Committee circular. One of only 4 examples recorded. [Ex George Moffatt's 'Mercantile Papers' set - with Henry Cole's pencil "30" page number at top right - Harmers, 1 Oct. 1988.]Cross Reference: UNIFORM 1d POSTAGE PERIOD (Image)

image THE PENNY POSTAGE ACT! BAWDY SONG/PIANO MUSIC ILLUSTRATED BY MULREADY CARICATURIST; Complete 8-page 16 Aug. 1839 folio-size printed music and lyrics for this song which was first quoted in the 16 Aug. 1839 'Nottingham Journal' newspaper; "Something I want to write upon, to scare away each vapour, The ‘Penny Postage’ shall I try? why yes - I’ll write on paper! Thy great inventor, Rowland Hill, each person loudly hails. The females all are full of it, and so are all the mails!..." etc. The front cover (neatly folded to fit an album-page) has a large caricature design depicting a Punch-like figure writing a Valentine(?) above a grumpy Rowland Hill who is handing out letters to all and sundry (servants, beggars, soldiers etc.); it is inscribed "Designed & Lithod. by G.E. Madeley, 3 Wellington St., Strand" who went on to design some of the most successful Mulready Caricatures of 1840, those published by J.W. Southgate. We have only recorded three examples of this spectacularly illustrated song that celebrated the introduction of Cheap Postage so soon after it was first announced.Cross Reference: MULREADY STATIONERY & PROPAGANDA COVERS (Image)

image THE WHITING/WALLACE "POSTAGE/[Crown]/VR/STAMP" + "V.R" DOUBLE-OVAL WATERMARK ESSAYS; Three c.1840/41 sheets of thin cream wove paper (originally a single sheet of 524x424mm; some understandable folds) with different large watermark Essays suitable for Postal Stationery; the first is in the form of a large rectangle (130x85mm) within an envelope-sized lozenge frame having "V POSTAGE R" along the top and "V STAMP R" at the foot with a single large Crown device in the centre of what would be the envelope's address-panel. The second has a simpler circular design (diameter 75mm) with a large italic "V.R" at the foot, while the third sheet is entirely plain. Only two other examples of the "POSTAGE/STAMP" wmk. Essay have been recorded; both have an unused cut-out 1d Pink stamp glued on and both have annotations across their 'address-panels' by Charles Whiting or by Robert Wallace (originally enclosed in a letter dated 12 Mar. 1841). It seems clear that these Essays were produced immediately after the 1d Pink stationery replaced the Mulready in Feb. 1841. Wallace's annotation reads; "Look through this and observe how it is Water marked in the process of making" while his accompanying letter (to the Chancellor) read "I enclose such a sheet of paper as I propose shall be made by paper-makers under the supervision of a strict Excise, to be thereafter Stamped, and then sold by all Stationers, as the Covers, Envelopes and loose adhesive Stamps are...". Extremely rare and significant pair of Essays. RPSL Cert. (2007) for the complete sheet.] (3 items) Cross Reference: POSTAL STATIONERY, QV (Image)
