Gilbert and Ellice Islands: 1911 (Mar. 4) Resident Commissioner's O.H.B.M.S. envelope addressed from Ocean Island to Staffordshire, dated Feb. 24 and initialled "JQD", franked at 5d. rate by early use of Pandanus 21/2d. pair cancelled Mar. 4 in blue, endorsed "Registered" with London I.S. registration label affixed in transit, transit and Newcastle Apr. 24 arrival backstamps, some tone spotting. Controversial Resident Commissioner John Quayle Dickson (1860-1944) angered the powerful Pacific Phosphate Company by his support for the native Banabans and was moved to the position of Colonial Secretary on the Falkland Islands where his undiplomatic behaviour was equally unpopular.
