(perf. toning) with original enclosed letter and sent via the Soviet Philatelic Association with 10k. on 70k. and 25k. on 70k. Philatelic Exchange Control stamps on reverse (an unusual example of a sending from a private individual, most mail having been sent from the Association itself).
