image EARLIEST RECORDED OUTGOING OVERSEAS BRITISH FREE FRANKED COVER - TO DUTCH POSTMASTER; 15 Nov. 1719 EL (folds neatly to show internal dated heading beside address-panel; small stain just clear of address) from “London” to “Leyden, Hollande” with a fair “15/NO” London Bishop Mark on the reverse, but no British or Dutch postal charges at all, as it was addressed to the care of “M. Von Hecke, Premier Commis des Postes [i.e. Chief Postmaster] a Leyden, Hollande”, although it was clearly intended for an Englishman, “Mr. Molesworth”. This was the diplomat and "Lord of Trade", John Molesworth, who was one of the few Government officials entitled to free postage for overseas mail at this time. There absence of Dutch postal charges suggest that Mr Molesworth was also an influential friend of this Dutch Postmaster. This is the earliest recorded British overseas free frank by several decades! image EARLY LOCAL LONDON FREE COVER WITH WAX SEAL OF "GENERAL POST OFFICE/FOREIGN [OFFICE]"; 17 Nov. 1788 EL (light toning) from "General Post Office" in London to "--Gordon Esqr., Percy Street" endorsed "Foreign Post Office" at lower left of address and sealed with a 75% complete black wax seal of "GENERAL POST OFFICE/FOREIGN [OFFICE]". The letter reads thus; "Mr. Jackson, Comptroller of the the Foreign Office presents his compliments to Mr. Gordon & has the pleasure to acquaint him that the Letter he inquired after for Newton Gordon & Co. at Madeira has been paid for & forwarded by Messrs. Buller & Co. of London". Rare evidence that the P.O. cooperated with London merchants to facilitate the payment of transit letters in London en route to places overseas. image FAILED "ON PARLIAMENTARY BUSINESS" CIRCULAR - PRINTED "COUNTRY BANKERS NOTES STAMPED"; 3 Apr. 1822 EL sent from London to Bridgwater boldly headed "On Parliamentary Business" in manuscript above the address but charged "10[d]" normal postage. The contents are a printed circular giving the 1821/22 totals of the various face values (up to £50-£100) of Tax "STAMPS...AN ACCOUNT OF THE NUMBER OF COUNTRY BANKERS NOTES STAMPED" dated 14 Mar. 1822 and reported to the "HOUSE OF COMMONS" by the "Pro. Compr. of the "Comptroller's Office, Stamps" and printed in Lombard Street.
