POST OFFICE "REGULATIONS" NOTICE REF. PAPER/CARD TO BE USED FOR S.T.O. STATIONERY; Foolscap July 1919 sheet (printed both sides; "3000 7-19" imprint at foot) giving precise instructions as to how stamped to order envelopes and postcards could be ordered; postage ("Postage Duty") had to be paid in advance and the paper or card had to be sent in full sheets with exact details of what was required. On the reverse there is a "List of Provincial Towns where Postage Duty may be paid at the local Stamp Office" (41 English or Welsh towns in all are listed; from Bangor to York).
