Provisional oval handstamp with district overprint handstamp at center, blue oval cutout affixed on 1867 docketed folded letter sheet to Mexico City; couple small cover edge tears and some splitting along folds, with 2010 M.E.P.S.I. certificate stating the cut may have been taken from a sello negro cover and may not originate, this cover is offered here "as is".
