Pease, Secretary of State of Connecticut, in part, "I have to acknowledge your letter of the 5th instant, in which is enclosed an attested copy of a Resolution of the Legislature of Connecticut, approved June 30th, 1866, ratifying the amendment to the Constitution of the United States, recently proposed by Congress as a Fourteenth Article."
