ONE OF ONLY SIX RECORDED 10¢ 1847 ISSUE COVERS TO FRANCE.

The 10¢ 1847 issue prepays the domestic U.S. postage to the port of New York for over 300 miles. According to the France-England postal treaty of 1 June 1843, the English transit and sea postage was 10 decimes (equivalent to 20c U.S.) per 7.5 grams (0.2646 ounces) to be debited from England to France indicated by the red "Colonies &c. Art. 13" marking applied in London. The French inland rates, also set out in the 1843 treaty, varied according to distance.

ONE OF THE FINEST EXAMPLES OF THE BARNABAS BATES ILLUSTRATED "CHEAP INLAND AND OCEAN POSTAGE" PROPAGANDA COVER.

Barnabas Bates, who served as New York's assistant postmaster between 1833-36, later began working for the New York Democratic Party and the Equal Rights Party. He served as an advocate for reduced postal rates, which made public communication possible for a greater number of people. In the 1850's, Bates adopted the Elihu Blurritt practice of using illustrated envelopes to further his reform proposals for America.

The right-most stamp in a franking of six plate 4 stamps, the first five are type IIA (22), tied by pen cancels and very faint cds's on a narrow cover to Hyde Park, Pa.; the Ashbrook-plated positions are, left to right, 11-12 v(pair), 63, 58, 52 & 62; there is some perf toning, especially on the type III, and other minor flaws. Also includes original 8-page letter and an Ashbrook note on the cover, "Date Lined Chemung, May 29, 1859 (N.Y.)", though we can find no dateline on the included eight pages., otherwise Fine and rare, with 1946 note & photos from Ashbrook identifying the positions.
