The 15¢ John Paul Jones commemorative was printed by J.W. Fergusson & Sons and was to have been perforated 12 x 12 by the American Bank Note Company. However, after just a single day of perforating, the horizontal pins broke and were replaced by perf 11 pins, creating the common perf 11 x 12 variety.
