This remarkable sheet is from the Second State of the First Setting, which is distinguishable by the top right corner of cliché 10 being below the top left corner of cliché 11. The First Setting is nearly always encountered with pin perforations. Arnold Waterfall originally wrote that he knew of only one imperforate sheet from the First Setting. According to Wolfgang Hellrigl (China Clipper, Sept. 1986): "There is no shadow of a doubt in my mind that this 'stamp' actually forms part of the set of 'Officials', too great are the affinities with the basic 5 values….
