Sir David Roseway wrote that "The Viceroy of Chihli, who succeeded Jung-lu after the so-called Hundred Days Reform and committed suicide after the fall of Tientsin in 1900, first reported the Boxers' activities in Hochien, Shenchou, and Chichou in a memorial dated Kuangshu 25, 11th, 13th (December 15th, 1899); and on Kuangshu 26, 2nd, 26th (March 26th, 1900), he again reported them in the same districts." From his article, "A Problem of Two Covers with 'Neutrality' Overprinted Stamps", The Journal of Chinese Philately, Vol. 8, No. 5 (June, 1961), pp. 55-57.

(Aug. 20) in blue on reverse and bearing on front two Koban 5s, canceled by "Kobe/Japan" c.d.s. (Aug. 24), overall Very Fine and an exceptional postal history usage, an important cover sent from North China at the beginning of the Sino-Japanese War, with a highly unusual routing, since the Japanese Post Office in Shanghai was closed due to the hostilities.,

The First Sino-Japanese War broke out on July 25, 1894, following the Battle of Asan, due to Japanese efforts to expel Chinese troops from Korea and claim Japanese suzerainty. War between China and Japan was officially declared on August 1, 1894, and the conflict lasted until April 17, 1895. The result was Japanese victory, and China lost its influence and control over Korea, as well as ceding several territories to Japan, including Taiwan and the Laidong Peninsula. During the War, the Japanese Post Office in Shanghai was closed. It was primarily the French Post Office in Shanghai which took control over the mail originally handled by the Japanese Post Office in Shanghai. This included the mails to the United States.

The above letter explains the unusual handling of this cover by the Japanese, who, on a few rare occasions, had the mail normally carried by the Japan Steamship Company instead contracted to English steamers.

The contents of Annie Gould's letter contained within this cover offer a fascinating contemporary eyewitness account of the above phenomeon. Somewhat ironically, she also refers to her own mortality during this conflict. Written from Tientsin on August 13, 1894, she begins:

"You will have the war news before this time. Japan and China are at war, cause?- Japan was quarreling at home, also said China had done nothing for Corea in all the years they held possession, so Japan picked a quarrel with China. Well, China has sent out proclamations to say that the war is only with Japan and everything will be done to protect other foreigners. The only thing we have to fear is from deserting or disorderly Chinese soldiers. At Paotingfu I think there will be little or no danger. In some other provinces it would be more dangerous….
Don't any of you worry till you hear I am dead or have been generally mauled and abused.
The mails come and go as before. The Japan Mail Co. has hired English steamers to do the mail carrying."

(Oct. 12), showing "Ctms/T" handstamp in violet with "12½" in blue crayon and "U.S. Charge/to Collect/5 cents" unframed handstamp, with on reverse U.S Postage Dues 1c and 2c pair applied on arrival, the surcharged 5c on 5ca has small fault at top and minor gum staining around perfs., Fine to Very Fine and highly unusual.,

The cover is pinned to an official correspondence between John M. Gould (Nov. 12, 1897) and the "Post Office Department, Office of Foreign Mails, Washington, D.C. November 16, 1897", concerning the additional postage due upon the envelope's arrival in the United States. The Superintendent of Mails referred Mr. Gould to the U.S. Ofiicial Postal Guide for January 1897 for an explanation of the rates and information about fully prepaid letters, which were accpted by the U.S. without additional charge.

However, the specific rate explanation offered by the Postal Department was outdated and, therefore, inaccurate. In actual fact, the 5 cents preferential rate to the United States through the Japanese Post Office had been eliminated on October1, 1897, and the rate was raised to 10 cents to conform to the U.P.U. rate, so the 5 cents underpayment was taxed.
