A RARE COVER TAKEN FROM A CAPTURED VESSEL EN ROUTE FROM CHARLESTON TO HAVANA, THEN USED AS EVIDENCE IN THE NEW YORK PRIZE COURT.
In late 1861, a new Spanish steam ferry boat "Nuestra Senora de Regla", enroute from the builder in New York to its owner in Cuba, put into Charleston S.C. for repair of damages incurred during a hurricane. The repaired ferry boat left Charleston at the end of November 1861 with Mr. Puig aboard as a passenger. The ferry boat was stopped by U.S. blockaders near Port Royal S.C. and Mr. Puig's sack of Confederate mail was found aboard. Consequently, the "Nuestra Senora de Regla" was claimed as a prize and was sent, along with Mr. Puig, to New York to be processed by the New York prize court. This case, adjudicated in favor of the blockaders, was appealed by the Spaniards all the way to the U.S. Supreme Court that reversed the findings in favor of the Spaniards, a very rare occurrence. Doctor (actually his first name) Tarbell was captured by Confederate cavalry on September 21, 1864 near Winchester Va. He was taken to Libby Prison in Richmond, then transferred to Salisbury, N.C., then to Danville Prison and then back to Libby again on Feb. 18, 1865 before being paroled a few days later. The major portion of the Tarbell correspondence is at the University of Michigan Library. Doctor Tarbell enlisted May 1st, 1861 as a sergeant in Co. A NY 32nd Infantry. John Theophilus Drew, UVM Class of 1863 was born in Danville Vt. on June 8th 1834. On the breaking out of the rebellion in April 1861, at the first public call in Burlington for volunteers, he enlisted, threw his whole energies into the work of enlisting others, was chosen and commissioned as captain of Company G, Second regiment. The regiment arrived in Washington and was ordered across the Potomac just in season to take part in the first battle of Bull Run. Capt. Drew was suffering from illness but could not be kept in camp. In endeavoring to follow the retreating rabble of the Union army he was taken prisoner, carried to Richmond, Libby Prison, Salisbury, Columbia and Charleston, whence he was exchanged in the summer of 1862 after fourteen months imprisonment. Capt. Alfred Vidal Davis, Sr. commanded the Natchez Rifles, Company E, 4th Louisiana Battalion. He enlisted at age 34 as a captain on March 8, 1861. He was born September 7, 1926, in Vidalia, La., and died May 13, 1899, in Pass Christian, and was buried in Natchez. Davis owned the only fully colonnaded house (Dunleith) now remaining in Mississippi, which he bought from Confederate Brigadier General (to be) Charles Dahlgren. Davis owned a slave, John Roy Lynch, who spent his childhood as a house slave at Dunleith. Following the arrival of Union troops, Lynch went on to become quite wealthy through trading land and was also one of the first African-American congressmen, serving four terms and advocating for civil rights legislation and against racial violence in Mississippi. Lynch also served as temporary chair of the Republic National Convention in 1884 and in 1898 was appointed by President McKinley to be a major in the US Army and paymaster of volunteers during the Spanish American War. A RARE EXAMPLE OF THE "MESILLA N.M." DATESTAMP USED ON THE FIRST DAY OF MAIL SERVICE FROM THE NEWLY-FORMED CONFEDERATE TERRITORY OF ARIZONA.
In July 1861, Lt. Col. John Baylor raised the Confederate flag at Fort Bliss, later occupying Fort Fillmore and the town of Mesilla. On August 1st, he issued a proclamation establishing the Confederate Territory of Arizona, naming Mesilla as its capital. In January 1862, the Confederate Congress passed a bill establishing the Territory of Arizona. President Davis signed the bill in January and issued his presidential proclamation shortly thereafter.
Alexander M. Jackson (1823-1889) was on the staff of Henry Hopkins Sibley as Assistant Adjutant General during the disastrous New Mexico campaign. He practiced law in Mississippi until the outset of the Mexican War in 1846, when he joined the 2nd Regiment of the Miss. Vols. under command of Col. Rueben Davis and served as Captain of Company E. He resumed the practice of law after the war and later became involved in politics. In 1857, he was appointed by President Buchanan as Secretary of New Mexico Territory. At the outbreak of the Civil War he resigned and joined the Confederate Army. He Served as Adjutant-General of the Sibley Brigade and participated in the New Mexico and Arizona campaign. His health became poor, so in 1864 President Davis appointed him Chief Justice of Arizona. Jackson never assumed that post since the Confederacy lost control of the Territory.
According to specialists in Arizona and New Mexico postal history, there are fewer than ten examples known of the Mesilla, N.M. occupation marking. The Mesilla post office operated during the Independent Period of March 16, 1861 to February 13, 1862. On September 25, 1861, the CSA Postmaster General appointed William D. Skillman as postmaster at Mesilla. The Post Office Dept. entered into a contract with George H. Giddings for carriage of mail, effective Nov. 1, 1861, over CSa Route 8076 twice weekly between San Antonio and Mesilla, and weekly between El Paso and Messila, and fortnightly between Mesilla and San Diego. President Davis approved an act to organize the Territory of Arizona on February 14, 1862. This cover was sent on the first mail service after the formation of the Territory. A RARE AND ATTRACTIVE EXAMPLE OF THE "SOUTHERN LETTER UNPAID" HANDSTAMP USED ON COVER FROM RICHMOND, TEXAS.
Steven C. Walske's recently published analysis of mail service at the onset of the Civil War provides new information about circumstances surrounding the use of the coveted "Southern Letter Unpaid" marking. Postmaster General Blair's May 27 suspension order prohibited post offices from forwarding southbound mail to disloyal Southern states. However, northbound mail continued to be sent via Louisville. Through June 6, northbound mails were forwarded to Louisville from Memphis or Nashville. From June 7 through 12, only the Nashville post office forwarded mail to Louisville, and Louisville continued to forward mail north. With the resignation of W. D. McNish as Nashville's Federal postmaster on June 12, "Louisville held the mails still being sent north by the discontinued post office at Nashville. This held mail later became the well-known 'Southern Letter Unpaid' mail" (Walske).
United States postage stamps affixed in the South (and entires used from the South) were regarded as contraband and were refused as prepayment. On June 24, Dr. J. J. Speed, the postmaster at Louisville, was advised to forward letters from the South to the loyal states after removing postage. With approximately 5,000 such letters accumulating at Louisville by this date, Postmaster Speed employed a more practical means of invalidating postage by creating the "Southern Letter Unpaid" handstamp.
Immediately after receiving instructions from Washington to forward the held mail, the Louisville post office began marking letters. Some of these have circular datestamps (June 27, 28 and 29 being the most common dates), while others have no Louisville datestamp. The Louisiana office continued to use the June 29 datestamp until the end of the Southern Letter Unpaid period on July 12. Est. $10,000-15,000 (Image)

A STRIKING AND EXTREMELY RARE EXAMPLE OF THE SQUARE 5¢ MACON POSTMASTER PROVISIONAL STAMP USED ON A ILLUSTRATED ADVERTISING CORNER CARD COVER.
The Macon provisional with "Post Office, Macon, Ga." added to the setting is very rare on cover (Peter W. W. Powell reported 24 on cover in The Confederate Philatelist, Sep.-Oct. 2000). Only three advertising covers were known with this stamp prior to this find, in addition to four or five printed college covers. This is the only the second recorded example of the comma after "Office" variety on an advertising cover. Matthew Campbell Gallaway (1820-1898) was the Memphis Confederate postmaster who issued adhesive stamps and press-printed envelopes until Memphis fell to Federal forces in June 1862. There are 13 covers of the Memphis 2¢ Provisional stamp listed in the Hart survey in the Crown book. The target cancellation was used infrequently on Memphis provisionals. AN OUTSTANDING CIRCULAR-RATE USE OF THE RARE NEW ORLEANS 2¢ RED PROVISIONAL ISSUE.
The New Orleans postmaster, J. L. Riddell, prepared provisional stamps in June 1861 and advertised them for sale on June 12th. The 2¢ red stamps were printed without the marginal inscription "Usable exclusively in the New Orleans Post Office". The 5¢ and subsequent 2¢ blue printings all have the imprint. It is the accepted theory that the 2¢ red stamps were printed first, before Riddell added the imprint, and were withheld from use until January 1862 when the supply of 2¢ blue stamps was exhausted. ONE OF ONLY SEVEN RECORDED EXAMPLES OF THE TULLAHOMA POSTMASTER'S PROVISIONAL AND ARGUABLY THE FINEST KNOWN.
According to Dr. Thomas L. Ray's article in Nov. 1960 Confederate Philatelist, the Army of the Tennessee went into 1862-63 winter quarters in the vicinity of Tullahoma after the Battle of Murfreesboro. The soldiers quickly depleted the stamps on hand and the Tullahoma postmaster prepared provisional envelopes to help relieve the shortage.

The framelines are the most important characteristic of Scott 10. The lines were engraved on the plate and served as a guide for the siderographer when aligning the transfer roll to make the plate.
