This commemorative set was issued on August 16, having been designed in early 1948 to conform with the then-current rates. By the time it was issued, the foreign mail rates had increased by 1000% and then doubled again on August 21. Therefore, the Steam Navigation issue is hardly known used on commercial covers. Est.
