VERY FINE. A RARE AND DESIRABLE GROUP OF LARGE DIE TRIAL COLOR PROOFS FOR THE 1919 13-CENT FRANKLIN ISSUE.
The 13c denomination was first created as part of the 1902 Issue, and was intended to pay the registry fee plus 5c international postage. On November 1, 1909 the registry fee was increased to 10c and there was no longer any need for the 13c stamp, so it was discontinued. In 1917 the standard letter rate was increased to 3c and the registry fee was left at 10c, so there was once again a need for 13 stamps.
Most of these colors were used for other denominations of the series. (Image)
