The provisional surcharges were created during an attempt to create a new service to expedite mail crossing the Atlantic. This was accomplished using a combination of boat and plane to transport the mail. The mail was placed on board the ship, and a plane would take off from the ship at a predetermined point. This new Catapult Mail service gained about 24 hours, as mail on board ships had to wait for the ship to dock and then be removed. The "Ile de France" provisionals were created due to the popularity of the first leg of the voyage.
