(1st month, 7th day, Keng-tzu cyclical year), on separate 1900 (Feb. 6) red-band envelopes to "Mr. Geo. Ed. Baker, Directorate General of Posts, Yuchuanpu, Peking", the cover with the red overprint reduced at left, Fine to Very Fine and rare, ex Sir Percival David (black overprint), Godfrey Mellor (red overprint), and Anna-Lisa and Sven-Eric Beckeman.,

Sir David Roseway wrote that "The Viceroy of Chihli, who succeeded Jung-lu after the so-called Hundred Days Reform and committed suicide after the fall of Tientsin in 1900, first reported the Boxers' activities in Hochien, Shenchou, and Chichou in a memorial dated Kuangshu 25, 11th, 13th (December 15th, 1899); and on Kuangshu 26, 2nd, 26th (March 26th, 1900), he again reported them in the same districts." From his article, "A Problem of Two Covers with 'Neutrality' Overprinted Stamps", The Journal of Chinese Philately, Vol. 8, No. 5 (June, 1961), pp. 55-57.
