In late 1860, Hawaiian Postmaster General, Alvah K. Clark, wrote to the printer of the 5¢ and 13¢ Kamehameha III stamps in Boston inquiring about the possibility of obtaining 1¢ and 2¢ stamps to replace the Numerals for inter-island use. Dies in three denominations were prepared and trial proofs were struck, but for some reason the stamps were never put into production. A year later the 2¢ Kamehameha IV stamp was issued.

The type II manuscript "5", with its short flag, was applied by postmaster Joseph Jackson. It is much rarer than the neater type I numeral and its longer flag that was applied by Jackson's clerk, Alvah Clark.
