1242 og U1 image1959, 3¢ Postal Stationery, 4th Printing, with 1¢ Surcharge of UXC2 (Scott U1), just touching indicia on 165 x 92mm entire (the size confirms this is the 4th printing), unused, Extremely Fine, the entire was only offered for sale between June 20 and September 1958 (presumably Sept. 21) when it was replaced by the 4c issue (Scott U2; first day September 22, 1958). Scott UXC2 (UXC1 with the surcharge) was placed on sale on June 5, 1959. It is feasible that the UNPA toyed with the idea of using the surcharge on U1 because it had many extra U1s that it didn't want to scrap or it was concerned the entires with the new rate would not be ready in time. If this proves to be the case, then this entire is a unique essay. This is not mentioned in Gaines, which is most probably the basis for the declined opinion. This item is noted in the Specialized as a footnote below the listing for UXC2. Worthy of further research and offered on its own merits., with 2004 P.F. certificate declining opinion.
