1709 PSE imagePOSTAL HISTORY: 1902 (April 20) usage of Postal Card 1c red with lengthy message in German headed "Puoly" and signed "R Pieper/Missionaer", to Germany with Coiling Dragon ½c brown added tied by 'PEKING/APR. 22 1902' double oval d/s and another very fine strike on the value indicia, carried by Chinese Post to Kiautschou where Yacht 5pf was affixed and tied by 'TSINGTAO/2 5/02' cds, Cologne arrival cds. Prior to China joining the UPU in 1914, mail was often sent overseas via one of the Treaty Ports. The card was apparently carried privately to Beijing, the 1½c Imperial Post franking paying for service to Tsingtao, and the Kiautschou franking paying the German domestic postcard rate as applied to mail to & from German Colonies & Territories from 1.5.1899 onwards. The village of Pouly in southern Shandong Province was the seat of the Styl Society of the Divine Word Catholic Mission; after two of the missionaries were murdered in November 1897, German forces occupied Kiautschou and extracted a 99 lease for the Treaty Port of Tsingtao and the surrounding area.
