This wrapper was prepaid in Charleston 8¢, the equivalent of 2x2d, which would have been paid in the U.K. The newspapers, however, were placed on an American sailing vessel and were overpaid since the retaliatory order did not apply to American ships. 1206   image(1848/1849 Treaty) 1849 (Feb. 22) London, England to Bentleyville, Pa., folded letter with Sussex Place dateline and "Camden-Town" straightline on back, manuscript "Free" endorsement and red manuscript "1/" shilling packet rating, Liverpool (2.23) transit, carried by Cunard Line America from Liverpool Feb. 24 to Boston arriving Mar. 8, red "Boston Ms. 'Ship' Mar 10" cds with matching "Paid" and "24" rating h.s.; some edgewear, Very Fine, This letter was carried on the first Cunard voyage under the new 1849 convention. Estimate  $300 - 400. On February 15, 1849, President James K. Polk signed a proclamation making effect the new United States-Great Britain Postal Convention. The public was not notified until Feb. 24, the date the Cunard steamer "America" departed Liverpool with the first mails from England under the new convention. Adequate instructions were not in place at the U.S. exchange offices of Boston and New York and a variety of errors were made. The new convention allowed mails to and from France to travel in the British open mail through England. This letter shows that the Boston postal clerks did not know how to treat letters from France under the new convention. This letter was paid only to U.S. port and required postage due in the U.S. Boston, however, marked the letter as fully prepaid. This error in rating is known on mails of this voyage only. (Image1)

1217   image1855 (Oct. 31) Bristol, England to Bath, Me., blue folded letter docketed in pencil "Oct. 31st Pilot left the Tonquin" at top, entered mails with Bristol (11.5) cds, London "3/Cents" debit h.s. to U.S., carried by Ocean Line Washington from Southampton Nov. 7 to New York arriving Nov. 27, "New York Packet '24' Nov 27" debit exchange cds and matching "34" due rating h.s., Very Fine, a scarce cover showing annotations of pilot service. Estimate  $200 - 300. Letter was written on board the Bark Tonquin as a report to the ship's owner, after clearing Bristol harbor, loaded with railroad iron and bound for New York. It was given by Captain Windsor to the pilot to take ashore and post. Apparently, the pilot remained at sea for a few more days, finally giving the letter to the Bristol marine insurance agent, M, J. F. & Alexander, who posted it unpaid on November 5 at Bristol, acting as a forwarding agent. For reasons unknown, the Bristol clerk sent the letter to Liverpool, but it was too late for the steamer, and had to be sent to London, where it was prepared for the next steamer, an American one from Southampton. Estimate  $1,000 - 1,500. Under U.S.-British Treaty of 1848, newspapers could be sent to Tuscany via England at 4¢ each. Unsealed printed circulars were treated under the newspaper rate. Until April 1853, letters prepaid 4¢ show a 2¢ credit to G.B. Examples of the 4¢ prepayment and 2¢ credit are seldom seen. However, since this cover is marked for 28 crazie postage due it appears that it was treated as an unpaid letter in Tuscany for reasons unknown. (Image1)

Estimate  $200 - 300. Circular was prepaid 2¢ (not shown) for the United States printed matter fee. Since U.S.-French Convention of 1857, which just went into effect on 1 April 1857, had no provision for printed matter between the United States and France, circular was treated as an unpaid circular under the 1851 Franco-Tuscan Convention. The 4 crazie postage due was the rate for printed matter arriving from overseas via England instead of going directly to France, which required a 3 crazie rate. The reason for this charge is unknown. Letter arrived by French Messageries Impériales steamship "Capitole" from Marseille to Livorno, an uncommon route since most mail went overland from France. Letter disinfected at the lazaretto in Livorno and received the handstamp of the Office of Public health at the harbor entrance. Knife slits in the letter from the disinfection process are consistent with those known to be used at this lazaretto. (Image1)

London debit to Holland consisted 1s transatlantic packet fee + 8d U.K. portion under 1843 convention (equivalent to 100 Dutch Cents), to which was added 20 Cents for the Dutch portion under the convention. Letter prepaid 64¢ for Bremen mail rate to Bremen from West Coast (40¢ + 24¢), not the normal routing for mail to Holland. Since no Bremen steamship service was available during the 1850-1851 winter, New York sent letter to G.B. in the open mails (a 56¢ rate), despite a Bremen Closed Mail being carried on this same voyage. London struck "U.S.PK.T." in red (scarce color used 1850-51 only) to show letter brought to G.B. by American packet. Scott No. 65 + 68  Estimate $400 - 600. In June 1860, the prepaid letter rate from the U.S. to Switzerland was reduced to 19¢ per ½ ounce when sent via the U.S.-Hamburg Convention. The U.S. was entitled to only 3¢ per ½ ounce on letters sent aboard German steamships. Despite the fact that this convention remained in effect until the end of Dec. 1867, it appears that very little mail was exchanged between the U.S. and Switzerland via the U.S.-Hamburg treaty.
