Estimate  $1,000 - 1,500. Under U.S.-British Treaty of 1848, newspapers could be sent to Tuscany via England at 4¢ each. Unsealed printed circulars were treated under the newspaper rate. Until April 1853, letters prepaid 4¢ show a 2¢ credit to G.B. Examples of the 4¢ prepayment and 2¢ credit are seldom seen. However, since this cover is marked for 28 crazie postage due it appears that it was treated as an unpaid letter in Tuscany for reasons unknown. (Image1)

Prussian railway clerks thought newspapers were prepaid and credited Belgium 22 centimes; therefore, no postage due marked in Belgium. (Image1)

Estimate  $100 - 150. When newspaper rate to most European destinations was reduced in April 1853 from 4¢ to 2¢, Spain was not included and the 4¢ rate remained until early 1860. The 4¢ paid in Charleston was marked against "Charge key box 25" belonging to Herckenrath, Wragg & Co. The Charleston postal clerk struck the black handstamp PAID. Boston did not mark the 2¢ credit to the U.K. as did New York. Spanish postage due is not shown but was ½ real. (Image1)

Fulton from New York May 2 to Havre arriving May 15, Havre (5.15) entry cds, Livorno (4.20) arrival cds, manuscript "4" crazie due rating, F.-V.F., a scarce example of printed matter to Tuscany. Estimate  $200 - 300. Circular was prepaid 2¢ (not shown) for the United States printed matter fee. Since U.S.-French Convention of 1857, which just went into effect on 1 April 1857, had no provision for printed matter between the United States and France, circular was treated as an unpaid circular under the 1851 Franco-Tuscan Convention. The 4 crazie postage due was the rate for printed matter arriving from overseas via England instead of going directly to France, which required a 3 crazie rate. The reason for this charge is unknown. Although origin markings do not appear on this wrapper, three other wrappers are known in the same hand and to the same addressee in Brunswick, all from Belleville, Illinois. "Via Bremen or Hamburg" routing instructions would indicate contract steamship service of either the North German Lloyd Line to Bremen or HAPAG Line to Hamburg, setting the date after July 1, 1857 when the Hamburg Treaty began. New York marked the red PAID ALL because the newspaper was paid to destination. Absence of a Bremen arrival markings indicates HAPAG steamer to Hamburg. (Image1)

New York elected to place it in the mails carried to Hamburg under the Hamburg Convention, even though the newspaper rate beyond Hamburg was 3¢, allowing the 1¢ underpayment. Estimate  $300 - 400. Circular travelled from Havre to Bremen by the Thurn & Taxis Post, a service that had been set up in the early 1820s when sailing packet service from New York to Havre began. Since the early 1850s most mail to Germany, however, did not go by this route, but by the regular German mail services under the Prussian, Bremen, and Hamburg treaties. (Image1)

There were six post offices named Rocky Hill in 1867. This one may have been the one in Connecticut. The determination that an Allan Line steamer carried the wrapper is based on a best fit of sailing dates and supports a Connecticut origin. 764 GB #3 image1853 (May 5) Liverpool, England to New York, N.Y., printed circular with imprinted red 1d newspaper tax stamp and bearing Great Britain 1841 1d red, large margins except just clear at right, tied by "486" grid cancel, carried by Cunard Line Africa from Liverpool May 7 to New York arriving May 19; file fold at center affects 1d red, otherwise Very Fine. Scott No. GB #3  Estimate $200 - 300. Since 1837, Prices Current and Commercial Lists published regularly could be sent by British packet for one penny each. Each business desiring to use this special rate had to be recorded at the Post Office in London. W.A. & G. Maxwell & Co. printed their prices current on stamped paper (revenue tax stamp impressed with their name) to send the circulars free through the British mails. The additional overseas postage was paid with a one penny adhesive. The U.S.-G.B. Treaty did not address circulars specifically, but It is believed they were treated as newspapers with 2¢ to be collected in the U.S. (Image1)

Estimate  $100 - 150. One newspaper wrapper paid 2½ silbergroschen under U.S.-Prussian convention of 1852. This paid the printed matter to its destination. Only newspapers were allowed as printed matter under this convention and no other forms such as printed circulars. Four other wrappers with printed address labels from this sender in Aachen are recorded. Printed matter under the Prussian closed mail convention is quite scarce. (Image1)

G.B. received 2 Francs per kilogram of bulk printed matter from Sardinia. Circular was then exchanged with U.S. under U.S.-G.B. Treaty of 1849, each country paying own printed matter fees. Estimate  $300 - 400. Circular prepaid 4 pence (8¢) for all transit fees by British mails via Marseille. P&O steamers "Columbian" and "Colombo" carried the circular to Galle, Ceylon and to Suez, while P&O steamer "Vectis" carried it from Alexandria to Marseille. In June 1857, the American public was told that prepayment of 8¢ was compulsory for U.S. and British transit fees of newspapers to Penang via Marseille. London considered this circular fully paid (British transit fees had been paid) and left the U.S. portion of 2¢ to be collected in New York. (Image1)
